Another magic item for your use and comment.
The pricing is based off the house rule I'm devising that a magic item that grants a speed bonus has a market price of 10 gp * bonus squared. That's a market price of 9,000 for the speed bonus, and I arbitrarily set another 9,000 (modulo the multiple similar powers discount and the single slot surcharge) as the bonus for increasing maneuverability. I have a relatively vague sense that 20,000 would be too high and 12,000 too low for this item, which is really quite a buff bonus for most fliers.
Helmet of the Flying Ace: This leather helmet with chin strap grants a creature that has a fly speed (whether naturally or from some other source) an increase in fly speed of +30 ft. and an improvement in maneuverability of one class.
