Handling Trump Calls

I just want to know how we handle Trump calls in the game. Shall we tell the GMs offlist that we want to contact someone, or are the Trump calls free?
Trump calls to PCs can be played through if there is no reason to assume that the receiving character is unavailable to take the call. We trust players to use their discretion not to “succeed” in a call when they know they can’t, and we trust players not to receive a call when they know they can’t. We also reserve the right to retroactively kill trump conversations that for some reason can’t take place. We promise to do this only when necessary, and to advise the players as soon as possible if their Trump call has to be retroactively canceled.
