Arref talks about the Unicorn and her purpose.
One of the early documents for House of Cards is known to the GMs as “the Love Song of J. Alfred Dworkin”. Although this document doesn’t exactly explain the purpose of the Unicorn, it does explain her origin. She does have a purpose, though, and there are reasons why she appears when she does and to the people she appears to. Hannah and some of the other PCs can be reassured about that.
