There are two things wrong with the cover of Flare #33:
First, any costume as obviously inspired by the Black Canary as that needs to go all the way and include fishnet stockings.
Second, and more important, there's no caption. There clearly needs to be some kind of unbelieving question accompanied by an exhortation to read further inside, something to to indicate that there is a narrative associated with the cover.
However, every other element (designed by Scott Shaw!) is, basically, perfect. It is an ur-cover.
It is, however, in the lack of a caption that the cover moves from "effective selling tool for casual readers" to "fanboy-pleasing metareferential image".
