I'm going to broaden the topic a little bit here to consider the "sluttiest" mainstream superhero comic book characters.
Hal I don't see as being a man whore. He carried a torch for Carol forever, then hooked up with the Green Lantern from Planet Lolita -- which was creepy, sure, but he seemed sincere in his affection. Then he was insane, then he was God's Spirit of the Horror of Fans Who Become Pros (or something like that), and now he's back. Is he a man whore now?
It's hard to imagine Hal being in Tony Stark's league, of course, although he was never (that I'm aware of) written in as shallow a fashion as the likes of Hercules or Starfox.
On the female side of things, She-Hulk has been written pretty slutty at times. The relatively recent post-Crisis implementation of Power Girl has presented her as being, apparently, pathologically obsessed with her own absurd cleavage, but I'm not sure if her personal issues go beyond that. Let's see...wasn't Tigra written as being pretty slutty for a while?
I think Scott Summers may actually be the biggest man whore in superhero comics. Oh, sure, he acts all pained and tortured and deep and all that, but he's been written as tapping any tart that's put in front of him -- with the justification being that he's so emotionally crippled he just can't help himself. Riiiiiight.
Wally West as the Flash seemed to get a lot of action, particularly during the Mike Baron run.
Scott Summers? Scott has gotten action with what, four women? And been married to three of them. Are there some I've forgotten about?

Other contenders are the Wasp, Iceman, and Puck from Alpha Flight... but Green Arrow takes the cake, easily. He's got the baseline philandering of Bruce Wayne, but he consumates the act while the gent from Gotham is infamous for dosing his arm-candy with rohypnol and then leaving them on the couch while he galivants across the city all done up in leather, vynil, and spandex.*
And since Kevin Smith revived him, the scene where he walks in on two heroines gossiping about his bedside manner has recurred so many times, it's gone from running-joke to tired-cliche to classic-trope, and all the way back through again.
As I recall, Cyclops has managed to score with Jean Grey, Madilyn Pryor (his only two marriages), Colleen Wing, Lee Forrester, and Emma Frost. I suppose you can add a half point for "Phoenix Force working off of Jean Grey's memories".
Hal's romantic relationships would be Carol Ferris, Eve Doremus, Olivia Reynolds, Kari Limbo, Arisia, and Rose Hardin. Iona Vane is a special case, as Hal was brainwashed into a combo of general amnesia, an overlaid different identity, and affection towards her. Hal hardly hits biggest manwhore in comics based on this. Heck, Sun Boy as written by Levitz has a better claim.

Wasp is missing one big requirement for the title "Biggest Manwhore."
Actually, I can only remember Wasp being with Hank Pym and -- during the Roger Stern run -- some flirtation with Paladin. Did she have a thing with the Black Knight as well during that time frame?
Nightwing doesn't hook up with anyone, except Huntress. He's carrying a doomed, chaste torch for Babs Gordon.
Bruce Wayne: Julie Madison, Silver St. Cloud, Vicki Vale, Catwoman, Talia ... and a whole host of other anonymous beauties he beds to "maintain his secret identity."
Arsenal gets around too, doesn't he? And I recall Geo-Force hooking up with all the female Outsiders except Katana in the 1980s.
Still, the biggest man-whore in comics is Reuben Flagg, who actually was a man-whore.
Tom: Scott only dated Colleen Wing a couple of times, I'd be surprised to hear that they got as far as sex. He was shown as married to Emma Frost in X-Men: The End, I was counting that as a third marriage.

I think Tim Drake should get honorable mention forcould be ultimate man whore if he wanted to. He's what like 16 and probably had more romantic interests or girls just out of control in love with him than Bruce or Dick. A Robin/Supergirl crossover would be hilarious but she likes 'em old.

Personally, I feel he's trying to affirm his masculinity given the quality of life he had with Green Arrow (who's dialogue in the DC Novel Inheritance made his sexuality questionable at best).
Arsenal has been with Huntress, Cheshire, and Grace, and almost every comic he's in implies a number much higher.
(Personally, I find the concept of a manwhore refreshing. A woman is called a whore for having a high "number", but men are called virile? Screw that...MANWHORES!)
Daredevil should get a mention as the biggest non-archer man-whore: Karen Page, Black Widow, Heather Glenn, Elektra, Glorianna O'Brien, Milla and I'm probably missing someone (didn't he get together with Typhoid Mary?).
Heather Glenn was a particularly bizarre affair. After Elektra is killed Matt Murdock helps to financially ruins her family's business and forces her to marry him, Foggy and Black Widow forge two letters so Matt and Heather think the other has dumped them, Matt moves on happily, Heather reveals his identity during a drunken one-night stand, Matt continues to move on happily, and she kills herself. Kind of makes Hank and Jan Pym look like the Huxtables.
X-Men: The End doesn't count, as it's a non-canonical set in the future story. If you're going to count that sort of thing, you'd have to, for example, count the Scarlet Witch for Nightcrawler because we know in one alternate dimension their analogues married and had a child (Nocturne, now living in the Earth-616 universe).
It's not quite clear if Colleen and Scott ever had sex, but given that she gave him her apartment key for reasons not involving feeding the cats while she's out of town, it's pretty clear they'd hit some sort of significant romantic relationship stage, halted only by Scott then going on a continuous series of missions that didn't end until he'd learned Jean was still alive. Perhaps I'm overly conservative, but I'll count making out as contributing to a "manwhore" rep.
Arsenal and Donna Troy were also romantically involved.
C'mon, guys. Surely the biggest manwhore in comics history has GOT to be Wolverine. Not only does he seem to be "romantically connected" with every female marvel character who crosses his path (and he's been around for God-knows how long), but even hints at past indiscretions in CROSS-OVERS (X-men and WildCATS). Hell he probably did Wonder Woman and Liberty Belle during WWII.
(He probably did Jean Grey in some as-yet-unpublished storyline).
